Answer: If you attempt to post more than once in 60 seconds the forum's flood control will stop you with an error message: "You cannot make another post so soon after your last; please try again in a short while."

It is there to prevent spam. For that reason, no, the time limit will not be lowered. If you find it too long for you then perhaps you should be thinking about the quality of your posts.
