I posted this on another message board, but this may be another good place to ask the question,

Situation:
There is no park in the town of Lincoln, there is no positive hang-outs, and their is no general place for teenagers to gather. You see a group of five kids walking the street, what is your opinion?


Would you consider them to be low-class hoodlems or kids in need?

Simply being present doesn't indicate the intentions of the youths. I would see them as teenagers who happenned to be in the area, nothing more.

Are you american, we called that hanging out, normally we were trying to get laid/debating our various political stances/ even the right wingers amongst us dressed slightly the same which made us look like we were lower middle class...wait we were nevermind.
