The reincarnation of Dalai Lama has a complete set of religious rites and historical mechanism.

The reincarnation system is the unique inheritance way of Tibetan Buddhism. China adopts the policy of freedom to religious belief, which includes respecting and protecting this reincarnation inheritance of Tibetan Buddhism.

The title of "Dalai Lama" was conferred by the central government with a history of over 400 years, beginning in 1587 when the Ming Dynasty (1368-1644) officially recognized the title of "Dalai Lama" and conferred Sonam Gyatso as the 3rd Dalai Lama.

What citation can you provide for this claim? What was the context he made it in? Was he making a point in saying that the Chinese government has no business dictating Buddhist traditions and beliefs and if he wanted to, he could make a bee or a woman the next Dalai Lama? Are women second-class citizens in China and forbidden from being considered as holy as a man? Why does the Chinese government need to be involved in a religion that might make a bee its spiritual leader?
