If Lee Kuan Yew were the Chief Executive (CE) can he unite Hong Kong?

I.e. do his socialist magic like he did in 1957 onwards to confiscate land from Farmers and rich land owners for a song to build HDB (also sold to citizens for a song) http://eresources.nlb.gov.sg/history/events/1f669eff-bc82-49d1-a27c-2624e4cab8c6 and give Hong Kongers hope by providing genuine social mobility, where every working adult can have access to affordable housing be it leasehold 99 years or just 1 year public rentals etc?

Or will LKY just humji (i.e. ball-less) and be a sock puppet, mouth piece of the rich tycoons in Hong Kong or worse, the CCP of China?

The protest marches which started last month in Hong Kong culminated in episodes of ugly violence at the Legislative Council (LegCo) Complex on Monday.

As 30,000 protesters surrounded the LegCo building, hundreds stormed inside by breaking glass panels and damaging the building's steel shutters. Once they entered the LegCo chamber, the protesters vandalised and destroyed equipment, portraits and documents. They also painted graffiti all over the walls. It was the worst violence seen in Hong Kong in recent years.

Looks like Hong Kong will be a long drawn and inherently difficult process and maybe even the trigger for WW3 if super powers don't handle the situation carefully since a failed HKG will result in greater Taiwanese and Xinjiang region aversion to China because it shows that communism/ dictatorship cannot improve the lives of people (most ordinary working people cannot afford to pay rent etc and stay in very cramped and unhygienic quarters in Hong Kong). HKG inequality is world's worst (Singapore is second), so unless the Chief Executive starts to confiscate land to build equavalent of HDB in Singapore for the HK residents, the HKG young are going to continue to protest until the median income is able to afford some semblance of a proper abode for people to call home.

LKY is probably Singapore's greatest leader whose solutions to unite the nation remains what Singapore can possibly offer to Hong Kong; which would then attract the question that even in applying the LKY Singapore solution, would LKY have achieved it in Hong Kong (or he humji and keep a low profile, migrate to China and become Xi Jingping page boy (arrest the protesters, create a secret police force, secret killing of political adversaries, have elections the like of N Korea (DPRK) which is actually just a population census called an election so it's citizens can believe that they are democratic as by their namesake)) etc etc.

My point is will he still confiscate rich people's land to build HDB for all citizens, without any political party affiliation of his own because CE cannot be part of any political party according to the report. I.e. would he accept the sock puppet of Beijing job and fight thanklessly to give social mobility to the poor people of Hong Kong to unite and reassure them that the CE really has their interest (and not primarily that of the rich people at heart).

If he just follow Beijing orders to set up secret police, make political opposition disappear vz murders and jail, then he is just like Joseph Goebbels under Hitler's German National Socialism system of Hitler?:

I.e. the question is what would an APOLITICAL LKY have done. Would he be a Joseph Goebbels or would he just become another rich person who unceasingly attempts to oppress and exploit the poor? ?

There is one thing in Hong Kong that's fundamentally different from Singapore: Hong Kong effectively has a vast hinterland where locals have been around for centuries. It would be much more difficult for anybody to meddle with them -- even the British made big concessions to those locals. I don't think even Lee Kuan Yew could do much regardless of his standing.

The root cause of the current Hong Kong population problem is simply the abysmal Chinese society and administration standards. Making it better is enough to drain the people out from Hong Kong to other developed Chinese cities (e.g. Guangzhou and Shanghai). It's just that the Chinese authorities refuse to change out of fear of their own asses' safety.
