The mysterious Chinese giant has been frightfully transforming into the familiar shapes of Godzilla monster filmed so vividly by the Japanese. Perhaps the very character of it is just a sublimation of the fragile insular Japan's fears of the continental huge Neighbor. Whether we like it or not, in real life Japan and many other Asian countries are gradually being pulled into the Chinese orbit. Though as the experts assert, till the middle of 21st Century China is going to rather accumulate strength than get into open stand-off vis-а-vis USA to rule the world. Needless to say, Chinese have always had patience to wait. This in no way means they are going to stay idle and just blissfully watch. Those Chinese transnational corporations, they are alive and kicking throughout the world and taking much care to get the international environment ready to embrace the global role of China.
With no less care China has been breeding its infant allies (firstly North Korea and Iran), helping their military might mature. Occasionally China is dispersing bounties. They are nuclear umbrellas e.g., just in case of American "smart" bombs' rain pours on them out of the blue. Some years back in the past China was so helpful with the North Korea vigorous effort to build a nuke by improvised means so to say. It's a piece of pie actually. The used nuclear fuel for nuclear power plants can be well transformed into valuable uranium stuff for armaments. It's possible due to existence of some peculiar chemical agents. I guess the American CIA got so alarmed then by no chance. The official CIA comment never came and the Chinese chemical companies were not named then. They should have been, for now North Korea seems to possess something at her disposal able to get brazen Yankee really scary.
Since then things have made even a worse turn with Iran to be added to American external security concerns. There're plenty of chemical corporations in China to be so much worried by the American congress punishing 2, 3 or 9 of them. Not so much harm to business, the penalties would be. So in the wake of "carefully responsible" policy Chinese Zibo Chemical Equipment Plant and Zibo Zichuan Huafeng Chemical Plant with little fanfare have been supplying Iranians with the needed chemical agents and corrosion resistant chemical equipment, which is of the utmost importance in creating the "pacifying atom". This atom if planted into the nuclear warhead will be a nice supplement to the ballistic missiles previously exported to Iran by another Chinese company and that is China Precision Machinery Import/Export Corporation (CPMIEC).

IMO you are seeing things right. They say Iran already has a nuke and this nuke is of Chinese design. It needs to be proved 'course.
But…But I disagree you relating american secret services being somewhat not relevant if I got you right. At the American senate's hearings in March Pentagon submitted the repot relating Chino-Iranian cooperation in nuclear area. I guess they are awaking to the threat. The report was classified surely. Yet there is some info that American secretive services are picking on China to explore the ways of supplying the stuff and tools for nukes from China to Iran. These are mainly shipping lines. American intelligence is after intercepting of the vessels destined to Iran. You see they can control the air traffic from their bases in Afghanistan and some friendly countries in Central asia. Shipping is Achilles heel.
Further, have you noticed the change in terms defining the relationship between USA and China. In March-April political top dogs in America began calling China a 'strategic rival' not 'strategic partner'. They again point to the abuse of muslim Uighurs rights in China. Isn't it due to some new revelations in the Pentagon report?
