the first one. This is a classic method to improve soil that is not fertile enough or doesnt have enough resources in it.
It will help destribute resources around the soil, its roots will open air way for the soil, and it'll increase nitrogean in it.
Which will do great help for other things to grow in its place.

You could also just till the ground and use fertilizer but the corn thing would work too.

True, but the nitrogen fertilizers dont always for so well.
Do it both if you want to grow something heavy
