I suspect its a diesel truck with water-tight air intake and exhaust pipes routed rather high up the body.

Porbably a water tight cabin too.

considering the big bed looks empty and its quite submerged it doesn't seem to have any sort of boyancy device, conceivably it is nothing more than an ordinary truck and the driver is just wet and cold, as i understand it it doesn't take a special sort of truck to stay running underwater provided the carberator doesn't get flooded, if the water isn't gushing in the engine compartment can have an air bubble in it for a few minutes at least maybe indefinately, depending on the shape of the hood and the seals used. thats my guess.

That is why they put snorkels on vehicles, you can spot them fitted on Land Rovers sometimes. Also that looks to be an articulated truck and trailer, the "flatbed" is really a trailer attached to a tractor.
