Sydney has had double decker trains since the 1960's.

The problem with double decker trains is that since they have fewer doors but more passengers per carriage the dwell time at stations increases, which decreases the number of trains you can have running on a train line and in the overall network. This is the reason why most cities have single deck trains, also tunnel heights prevent double decker trains from running on some train lines. Solving other train network issues such as signalling issues would allow for more trains on the network and therefore allow more passengers to be transported, which would eliminate the need for double decker trains in the first place.

Even the US has double layer trains. The Tri-Rail in the MIami area has them. Also the Metra in Chicago.
