Even if you decide to call it a system and not a form of government, I'm not seeing how it's a system either. What does it do and how? It's seemingly a cool word with no actual substance or theory.

It's an economic system where engineers and technological specialists create effecient allocations of resources and power.

The point is that technocracy is an alternative to the "global capitalist system", and cannot be judged by the same shortcomings of international capitalism. Furthermore, we already have the resources we need for the fixes; what we don't have is the general demand to put them in place.

I would say that, generally speaking, we need a post-Keynesian economic system in order to promote and put a technocracy in place.
