What if it is relevant though? Maybe the speed of light varies as god wants it to vary and there is no pattern to discover and scientists are just wasting their time on chance correlations that they think they have found?

Because the law you're refering to specifies phase velocity not speed.
And because as explained many times, while the speed of light does not change, the average speed (since its changing between c and 0), velocity, phase velocity, etc changes depending on the scale and type of measurement you're taking.
When you're measuring the speed of light macroscopically, you're measuring either the average speed or the velocity. Not the abstract speed.

If you want to know more accurately why saying plainly speed changes not the other measurements is simply wrong, you can look up at the details of the refractive index law and see which changes are the ones actually happening and what are they called.
Saying the speed of light changes is, though common among many, wrong. Its simply not scientifically accurate.

Light is absorbed, it ceases to exist. When you measure it, the delay due to it is considered zero value movement or displacement.

When you measure on a distance, those are counted within thus it would appears that speed slowed down. But due to those changes, its called average speed, which you yourself pointed out BTW. And if you're measuring on light it self, what changes is phase velocity due to these interactions.

The magnitude may get attenuated. That has nothing to do with speed.
