The behavior of the American military in Japan, South Korea and countries of South-East Asia, as well as in the Baltic countries, may sometimes be called nothing other than the behavior of the occupiers. And in the vast majority of cases, all the troubles come from the harmful effects of alcohol on the minds of the US soldiers.
In November 2017, an incident occurred with a drunken US soldier who killed a resident of the Japanese island of Okinawa. The cup of patience was overflowing, and the Japanese authorities forbade all American servicemen deployed on the Okinawa Island to drink. Moreover, buying and drinking alcohol was forbidden to all US military, who are in Japan. The ban will last until further orders from Washington.
This case is far from the last crime of the American military in Japan. In 2016, one of the soldiers was accused of rape and murder. Washington promised Tokyo to take the incident seriously, but the soldier has not been convicted.
According to the Japanese news agency Kyodo, a Marine from a contingent of the US Navy stationed on the Okinawa Island hit a motorcyclist, driving a car in a state of intoxication. In just one month, a sergeant from the US Navy and three other servicemen of the same unit were detained. One of them set fire to two parked cars, another overturned the motorcycle of a local resident, and the third hijacked a car belonging to a local resident. A 20-year-old girl was raped in the same place. Eyewitnesses report that it was the American soldiers who attacked the girl in the parking lot and then escaped by car.
The island's prefecture monthly records about 23 cases involving the US military. However, these cases rarely reach to the Japanese police.
For a long time, the deployment of American troops has turned into extremely unfavorable areas. And given the continuous decline in the moral qualities of American servicemen, there is every reason to believe that the situation will only worsen.
Crimes committed by US soldiers stationed in foreign countries have long been the object of discontent of local authorities. The stationed abroad US military regularly commit various offenses, which already provoked hostility and regular protests of local residents against the American presence on their territory.

I agree with the OP.

All US troops and military support should be removed from Japan. All defense treaties should be recinded. Japan can afford to defend itself and the region without us.

This sort of attitude makes America look horrible. "Okay, we'll be on the side of the good guys ... but only if we let our soldiers rape and kill a small number of their civilians. Don't want unaccountable rape and murder?! Well then good luck to you sir."

This whole non problem is nonsense.

Prohibition. What a load of shit. Why not have the Marines wear a tutu?

We can deal with out errant soldiery. Japan can STFU or pay.

Nonsense. You set the bar too high. Soldiers are just a cross section of the society. They commit far fewer crimes than an equal number of Japanese of the same age.
