They all do bribery. In South East Asia you don't sell if you don't bribe.

Why do they get caught? If somebody who thinks he should have gotten more out of the deal is spilling the beans. That often happens. Sometimes it's a competitor who lost the bidding. Sometimes it's an opposition politician who wants to put his political opponent behind bars. It often happens after a change in government, when the new ministers gets hold of files of the previous administration. Corruption is so widespread and casual in some countries that there are always some traces.

But they all do bribery.

The prosecuters are themselves wildly corrupt, they say "give us £497 million or we put you in jail." lol, money for nothing.

Authorities: "You have to give us a bribe if you want to do business here"
Company: "oh well alright"
Authorities: "You bribed us how dare you! You will have to give us even more money or we will put you in prison".
