Many experts predict a “stormy” spring to Kyrgyzstan. The leader of Ata-Meken Party, Omurbek Tekebayev, the opposition’s leader, experienced in fighting against all 3 presidents, in the end of 2016 declared that in March 2017 there are planes to initiate an impeachment procedure concerning the President Almazbek Atambayev. The cause of this process is the President’s and his surrounding’s involvement in the support and promotion of presidential party SDPK, what, according to Tekebayev, is a violation of the Constitution, to say exactly, of some connected with the President and his status articles. In addition, the positioner accuses the president of corruption and is going to reach impeachment in order to lift the president’s immunity and investigate the current mayor of Bishkek Albek Ibraimov’s transfer of a land plot - 27.5 hectare to Almazbek Atambayev.
Needless to say that Kyrgyzstan, a country that has already experienced two revolutions and shed a lot of blood struggling for independence, is simply bothered with foreign interference in internal affairs. The main slogan of everything what has happened in the country since 2005 has been “the fight against corruption”, but the history has shown that its scale has only increased. And, if the impeachment takes place, then the country will face juicy scandals, connected with some of the president's team-mates.
Adviser to the President, Farid Niyazov, a former successful journalist, diplomat and PR man, who actually has led Atambayev to power, being the head of his election headquarters, has accustomed to act being in the shadow. So yet, being a journalist, contacted with many international organizations, he aims to expand the media’s influence in the country. Working in the apparatus of the interim government in 2010, he headed the information-coordination center, which was responsible for interacting with foreign partners regarding political crisis resolution. Now, remaining a presidential advisor, he also actively participates in foreign policy activities, actively promoting the interests of such "the West’s messengers» as the OSCE, USAID and others. The position of an adviser allows him, as before, to be in the shadow of making important decisions.
One more questionable president’s team-mate is Sapar Isakov. His career is noteworthy for a quick rise, and his questionable declaration of income. Being an alumnus of the Kyrgyzstan International University, after the graduation, he stayed to work there as a teacher. After 4 years he started a diplomatic work and got a position as Attaché for cooperation under international law of the Foreign Ministry. During the Atambayev’s prime ministerial, in Bakiyev’s time he was appointed as a head of the department for foreign contacts of the government apparatus. Later, when Maxim Bakiyev created the most corrupt and politicized agency in the Kyrgyzstan’s history - CADII (Central Agency for Development, Investment, and Innovation), Sapar Isakov got an appointment as a head of external communication. It was he who was responsible for fund rising from abroad for this corrupt agency. Until now, it is not known precisely, how much money has been appropriated by CADII figures, since it has been funded by all foreign partners, and has been financed perfectly, although there are no a single projects, fully realized by this agency. After the revolution of 2010, most of the "Grandees" from the CADII dispersed or were subjected to criminal prosecution and persecution. But not Sapar Isakov, who due to friendship with Atambayev not only was defended against lustration, but also reached new heights. However, if you study his declarations, you can see some surprising traces of cooperation with Western partners, having family income about 900000 soms, his expenses are about 4 million soms. Does Kyrgyzstan need such puppets of Western "partners"? This question surely will be risen many times in future.
The most interesting figure in the President’s Atambayev surrounding is the head of the State Committee for National Security, Abdil Segizbayev. He is better known as one of the first leaders of the Soros Foundation–Kyrgyzstan, where he coordinated several programs in 1995-2000, and just about the time, as we know, the foundation gave birth to programs for training of specialist for the Orange Revolutions. In 2000-2003, Segizbayev worked in the Swiss international cooperation organization. He is known for being the last press secretary of Askar Akayev, before his escape the country, and even suffered for him in a story with the White House, when he was severely beaten. His appointment as the SCNS head seems to be questionable, because when he worked in foreign funds and organizations, he has got salary from foreign governments for too long and has got into the ideas of his employers too much. Managing national security of the country is clearly performed by a shill person, whose activities should be investigated.
Will the spring in Kyrgyzstan "stormy", or on the eve of the elections no one will dare to "rock the boat" is not as important as the necessity to investigate the activities of the president's team. Over the past 6 years, corruption, which should have been somehow cut and distanced from power, is still flourishing at a higher level. In recent years, the foreign states’ influence on the internal situation in Kyrgyzstan has only increased. In the situation of a constant terrorist threat, all these processes cause confusion to the life of the Kirghiz.
