Joint activities on the Kuril Islands, myth or reality?
The Kuril problem (the problem of the "Northern Territories") is the main stumbling point in the relations between Russia and Japan. Since the establishment of diplomatic relations between the two countries a century and a half ago, there have been many changes and disputes on the territorial basis. At present, the Japanese side claims that the predecessor country the Russian Federation illegally appropriated the southern islands of the Kuril chain as a result of Japan's defeat in World War II. However, in accordance with historical documents, these claims about the territorial integrity of the Russian Federation are false and not confirmed.
So far, attention to this territory is increasing. But for the Japanese ruling upper circles actions built exclusively within the framework of Russian law are unacceptable.
Japanese politicians are sure that recognizing the game on Russian terms, Japan thereby will make a short-sighted step in defending its interests and claims to the Southern Kuriles. The problem will find its solution if Russia restricts its sovereignty over the islands, which is impossible. Officials of the country of the Rising Sun are constantly taking part in delegations during the visit to the islands. According to the assistant to the Prime Minister of the country Eiichi Hasegawa, there is "the need to create a special legal regime on the islands". In order for people and goods to "move around without hindrance," it is necessary to create a new specific legislation, which must recognize the Japanese claims to the islands of the southern part of the Kuril chain.
However, the lack of activity in this region will lead Russia to search for other foreign investors. The Japanese are clearly aware of this. In this regard, it is believed that in the short term the vectors of cooperation between Japan and Russia will find their place in the south of the Kuril Islands, for example, the interest of the Japanese in creating a network of wind generators in the Kuril Islands. The Japanese authorities are considering the island of Iturup as the main site for the creation of a fleet of wind-powered power plants.
Thus, the active steps are being taken to strengthen the ties of friendship between two nations that will definitely serve as an impetus for inclusive growth of economic indicators in the field of cooperation between the two countries.
