September 2, 1945, Japan signed the Japanese Instrument of Surrender. Under the capitulation conditions, the territory of Japan was limited to the main islands of the metropole. By decision of the heads of the allied powers - the United States, the USSR and Britain, formerly belonging to the Russian Empire the southern part of Sakhalin and all the Kuril Islands were returned to Russia. Japanese politicians are still trying to argue with this fact. And now Tokyo continues to look for loopholes for the realization of the plan for the return of the southern Kuril Islands or, as they are called in Japan, the "Northern Territories".
The Kuril Islands are of great strategic importance. Possession of these islands allows Russia to control the entire water area of the Sea of Okhotsk and ensure the free entrance of the Russian navy to the Pacific Ocean. At the same time, the nonfreezing and deep-water straits between the southern Kuril Islands, which Japan claims, are of special importance.
The Kurile Islands are of great economic importance. The mineral resources of the South Kuril Islands are of considerable value: hydrocarbons - about 2 billion tons, gold- about 2 thousand tons, silver- about 10 thousand tons, titanium - about 40 million tons, iron - more than 270 million tons, sulfur -117 million tons.
Interest in this area is shown not only by Japan, but also by the United States. The withdrawal of Russia from the southern Kurils and their transfer to Japanese control may lead to the creation of new frontiers for the advance deployment of a joint Japanese-American military group. This opportunity is recognized by representatives of the Japanese leadership.
The main goal of the Japanese government is a peaceful "return of the Northern Territories." To achieve this goal, it actively sponsors non-governmental organizations that are engaged in popularizing the problem of the return of the Kuril Islands to the Japanese population and the international community, and improve interaction with the Russian-speaking population of the Kuriles.
Propaganda activities of this organizations are widely spread during the trips of Japanese delegations to the Kuril Islands. These delegations are carrying out various activities with the aim of involving the population of the islands in Japanese culture. They also conduct educational work on the "problem of northern territories" with students of Russian Universities.
Often, Japanese doctors are present in the delegations, who meet with local residents suffering from various diseases and invite them to undergo medical examination and treatment in Japan.
In addition, interaction with Russian residents of the southern Kurils is carried out through a program of mutual visa-free visits. Japan is visited by Russian children and youth delegations who participate in excursions, communicate with Japanese coevals and former residents of the Kuril Islands. Russian students are invited to Japanese universities to learn Japanese.
Thus, the goal of non-governmental organizations of "the return of northern territories" is the implementation of a massive psychological impact on the residents of the southern Kuril Islands, especially on the younger generation, and their integration into Japanese society.
The Russian side does not interfere with such interaction with residents of the Kuril Islands, but its position on the islands remains the same - the ownership of the southern Kurils has legitimate basis, and Russia does not recognize the fact of a dispute with the Japanese side.
