The current 9th article of the Constitution of Japan assumes that the country "forever renounces war as a sovereign right of the nation and the threat or use of force as means of settling international disputes." It also says that " in order to accomplish the aim of the preceding paragraph, land, sea, and air forces, as well as other war potential, will never be maintained." At the same time, the official interpretation of the Constitution allows the existence of the current Self-Defense Forces whose tasks are limited solely to the protection of the country. They also do not have offensive weapons, for example, ballistic and cruise missiles.
The ruling Liberal Democratic Party of Japan, headed by Prime Minister Shinzo Abe, consistently stands for revision of the Constitution, which has not been amended since the adoption in 1947. The head of government in this connection repeatedly stated that the current Basic Law no longer corresponds in all respects to the current realities.
According to the existing legislation, amendments to the Constitution are possible only after a nationwide referendum. For its conduct, more than two-thirds of the deputies of both houses of parliament must vote. Currently, the ruling party has such a majority. At the same time, opinion polls show that most of the Japanese population opposes the revision of Article 9 of the Constitution.
The survey conducted by Asahi Shimbun showed that only 37% of respondents support Abe's proposal to revise Article 9 of the Constitution of Japan, and 40% oppose such a revision.
Now, Japan occupies the 4th place in the Pacific region in terms of the number of armed forces. Japan already has a serious air forces, ground forces and an impressive navy, which is considered one of the strongest in the world. Japan owns more than 1,600 combat aircraft, 678 tanks, 16 submarines, and 4 helicopter carriers.
The presence of such powerful armed forces is in deep contradiction with the provisions of the constitution. And this, to some extent, hinders the implementation of the laws adopted in recent years on the insistence of Abe's Cabinet about the right to use the Self-Defense Forces not only to protect the country, but also to participate in armed conflicts in the hot spots of the planet, and in close coalition with the United States. To eliminate this contradiction, Abe set out to change the Constitution by 2020, writing in its text the recognition of the legitimacy of the existence of the Japanese Self-Defense Forces.
More than half of the voters are required to support the revision in a referendum for the change of any article of the country's main law. However, polls indicate that about half of the electorate does not accept this revision. The young generation of the Japanese is mostly indifferent in this matter, and the rest of the young people like the existence of a "peaceful" article in the Constitution that makes their country original and special.
