At present, there are approximately 47,000 American soldiers and officers in 94 US military bases in Japan. There are two thirds of all located in Japan US military bases on the Okinawa Island, the territory of which is less than 1% of territory of Japan, occupied by Americans at the end of World War II. And 571 incident involving Americans in this prefecture falls under the definition of grave crimes.
American servicemen are under the protection of the agreement on the status of US troops in Japan. The Japanese prosecutor's office cannot charge them for acts committed while they are passing military service.
However, on November 20, 2017, the command of US troops in Japan banned the alcohol consumption by its military personnel in Okinawa. On its instructions, United States military personnel in Okinawa should not leave military bases and their homes. Acquisition and consumption of alcohol is also prohibited for the US military at bases and beyond.
Strict measures against drinking are taken after death of local resident in a collision with a truck that was ruled by a US serviceman, allegedly while intoxicated in the city of Naha a day earlier.
A similar situation with the growth of violations by US servicemen is emerging in South Korea. According to official statistics of the South Korean authorities, the number of crimes committed by the US military since their occupation of South Korea in 1945 to the present day has exceeded a hundred thousand. These are murders, sexual violence and numerous traffic accidents.
According to the report of The Korea Times, prepared in June 2017, 63% of serious crimes involving US troops stationed in Korea have not been investigated for years in the courts of the country. Among the local population there are fears and dissatisfaction with the fact that the judiciary does not take any decisions regarding American soldiers.
Unfortunately, the facts mentioned in this article lead to very sad thoughts about the current state of the US Army and the regulation of Washington's rule of law in it. Given the dispersal of the US Armed Forces in 130 countries around the world, it is clear that this situation affects the interests of citizens of too many states and they are unlikely to want to tolerate with the ongoing US military lawlessness, crime, violence. In this context, their justified reaction is the further growth of anti-American sentiments.
