Nowadays, Russian-Japanese relations are experiencing a period of extraordinary growth. This convergence was largely facilitated by the changed geopolitical situation in the world, in particular, in East and South-East Asia. In conditions of strengthening of China's economic and military power on the one hand and the nuclear threat of the DPRK on the other, Russia and Japan can provide each other with the necessary support. The Russian side, in addition to energy resources, can provide Tokyo with transit opportunities and its scientific and technical potential. On the other hand, Japan is able to supply the RF with the latest technologies and investments.
Now Russia and Japan are closely cooperating in various fields. Particular attention deserves cooperation between the two countries in the energy sector. A special body was created - the Consultative Energy Council, for the efficiency in this field. Three working groups organized within the Council (in the field of hydrocarbons, nuclear energy, as well as effective energy consumption) oversee its work.
Perhaps one of the most important projects of the Council is the Russian-Japanese investment fund with investments of 1 billion dollars. The decision to create it was made in the framework of the Memorandum between the Russian Direct Investment Fund and the Japanese Bank for International Cooperation signed in December 2016. The creation of this fund involved a joint search for projects in the field of trade and economic cooperation between the two countries. n the near future, the Fund plans to invest 150 million dollars in the PJSC "Transneft" company.
Russia and Japan have already identified the main fields of Russian-Japanese cooperation. This is health care, energy, industrial development, export component and ecology.
One of the key areas of cooperation is the use of renewable energy sources. Such projects include the construction of a wind farm in the Republic of Sakha (Yakutia), the localization of wind turbine production in the Russian Far East, and the construction of cogeneration power plants in Primorsky Krai.
The pilot project is the construction of a wind farm in the village of Tiksi in the Sakha Republic (Yakutia), which will end in the fall of 2018. It will consist of 3 wind power plants with a total capacity of 900 kW.
The wind farm installation will require the latest equipment, which will be provided by the Japanese side in the summer of 2018. This is a very important pilot project, since the local power sources in the Bulunsky District are small generation resources. About 70 thousand tons of expensive diesel fuel is needed for the maintenance of such power plants. The conversion to renewable energy sources will not only lead to a significant reduction in costs, but will also increase the level of security in the region.
Next on the line are new projects in the field of improving the energy efficiency of buildings and promoting an energy-efficient lifestyle.
