Will Japanese strawberries take root in Russian Kuriles?
In December 2016, Moscow and Tokyo signed an agreement on joint economic activities in the Southern Kurile Islands, which stipulated the possibility of joint seafood breeding, vegetable growing in greenhouses, the development of tourism, the introduction of wind power stations and measures to reduce the amount of garbage.
President Putin's proposal to turn the Kuril Islands from the territory of discord into the territory of cooperation, establishing joint economic activity there and thereby solving old problems, was difficult to fulfill. First of all, it is not acceptable for Japan: this would mean allowing Japanese companies to work under Russian laws on the territory that is called "temporarily occupied" in Japan.
The head of the Japanese delegation who visited the islands in June 2017, on behalf of his government, in fact, put forward an ultimatum to the Russian side, insisting on "awareness of the need for a special legal regime on the islands."
In other words, a condition has been put forward that the Japanese will agree to work on the islands only with the introduction of some special legislation that recognizes Japan's claims to the islands of the southern part of the Kuril chain: Kunashir and Iturup, as well as the Lesser Kurile Ridge, called Habomai. This is supposedly necessary, in order to ensure the "unimpeded movement of goods and people."
Nevertheless, despite all the disagreements, the Japanese authorities are going to consider the possibility of growing strawberries in the greenhouses in the Southern Kuriles within the framework of joint economic activities on the islands. Japan intends to build greenhouses and provide technology for growing berries. Hokkaido strawberries are grown in the same way. The climate there is not much different from the Southern Kurils one.
However, Japan will still need to overcome legal discrepancies and settle tax issues in order to implement the plan.
Due to Japan's territorial claims to the Russian islands of Kunashir, Shikotan, Iturup and Habomai, a peace treaty has not yet been concluded between the countries.
According to the norms of international law, the territorial claims of modern Japan not only to Russia, but also to other countries, have no legal basis: according to the provisions of the Cairo and Potsdam declarations, this issue was finally resolved by the conclusion of the Imperial Japan surrender Act.
