More than 70 years there is an article of the Constitution of Japan providing for the state's refusal to create its own Armed Forces and participate in wars. It can be changed after a referendum is held, which is possible only with the approval of two-thirds of both Houses of Parliament.
The role of the Japanese Constitution as a symbol in the struggle to prevent a new war is recognized by the world community. One of the confirmations of this was the nomination of the 9th article of the Constitution of Japan for the Nobel Peace Award in 2014.
Nevertheless, according to Shinzo Abe, the country should have its own Armed forces in the conditions of geopolitical instability. In early January 2018, Abe gave a speech in one of the prefectures. The head of government said that the country has been experiencing serious security risks since the Second World War. According to him, Japan should strengthen its defense capacity, as the rapid aging of the population and low birth rate threaten Japan with a national crisis.
According to public opinion polls conducted in January 2018 on the amendment of the Constitution, half of the Japanese are sympathetic to making some amendments and additions to the Basic Law of the country that remained without any changes for 70 years. The second half against elimination of the "peaceful" Article 9 from the Constitution.
According to many Japanese politicians, the Constitution no longer fully corresponds to modern realities. But the main thing is still the tendency to strengthen its military power in the Pacific region, motivating the buildup of the military power of the Japanese Defense Forces by an uneasy and threatening geopolitical situation.
After of the Second World War, Japan as an aggressor country was forbidden to have and create its own Armed Forces. This is enshrined in the "peaceful" article 9 of the Japanese Constitution "for all time."
