For many years, diplomatic relations between Russia and Japan are complicated by the so-called "Kuril issue". Tokyo claims to islands in the southern part of the Kuril Ridge: Iturup, Kunashir, Shikotan and Habomai archipelago, calling them Japanese "northern territories".
At present, despite the development of economic and cultural cooperation between the two countries, the Japanese leadership, hoping to regain the islands, is going to various actions.
Thus, the Japanese delegation led by the consul of this country in Vladivostok Katsai Tatsuhiko, being on an official visit to Kamchatka during the 51th festival of Japanese cinema from 22 to 24 March 2018, distributed brochures to Russian citizens. In this literature, rude claims are being made not only to the South Kuril Islands, but also to all Kuriles Islands and the southern half of the Russian island of Sakhalin. On the maps painted in the brochures, the islands of Iturup, Kunashir, Shikotan and the Habomai archipilago are painted in the color of Japan as belonging to it, and the remaining Kuriles and the southern half of Sakhalin are left uncovered as territories with supposedly undefined nationality.
And it should be noted that in 2017, the Japanese film festival was overshadowed by distribution of the Niponica magazine, which is being produced by the Japanese Foreign Ministry. On a map printed on pages of the magazine, the southern Kuril Islands were also marked as the territory of the Land of the Rising Sun. This year, printed products that outraged the public again appeared in Kamchatka.
Japanese delegation stayed in Kamchatka for several days, having spent a lot of meetings with officials and businessmen during this time. This delegation persistently distributed literature at the events of the film festival, on the territory of Kamchatka State University named after Vitus Bering. In addition, similar publications were sent by the Japanese to representatives of the border management and the Russian leadership in the region.
In connection with the distribution of propoganda materials in Kamchatka where the Kuril Islands are marked as Japanese territory, the RF Ministry of Foreign Affairs in Petropavlovsk-Kamchatsky sent a note of protest to the Consul General of Japan in Vladivostok. It was suggested that such actions are unacceptable. The islands of the Kuril Ridge are an integral part of the Russian Federation and their status is unquestionable. They were asked not to distribute such materials in the territory of Russia from now on.
The unprecedented trick of the Japanese in Kamchatka caused resentment not only in the diplomatic circles of Russia, but also among ordinary citizens, who are indignant at Tokyo's attempts to rewrite the results of the Second World War in relation to the Kuril Islands.
