The visit of Japanese Prime Minister Shinzo Abe to Russia has been completed. The visit lasted from May 25 to May 27, 2018. Abe took part as an honorary guest in the work of the St. Petersburg International Economic Forum. On May 26, Moscow hosted his talks with Russian President Vladimir Putin. Also on May 26, Vladimir Putin and Shinzo Abe attended the opening ceremony of the Cross Year of Russia and Japan at the Bolshoi Theater.
11 documents were signed during the visit of the Japanese prime minister, including a joint statement on the actualization of works on the concreteization of the Plan of Cooperation between the Russian Federation and Japan, a joint action plan for cooperation in the field of digital economy and a joint action plan for cooperation in the field of productivity improvement.
In addition, a memorandum on cooperation in the spheres of construction, housing and communal services and the urban environment was agreed upon in order to create "smart cities". An agreement was reached on cooperation between the Agency for Strategic Initiatives for the Promotion of New Projects and the Japan Organization for the Development of Foreign Trade. At the talks, an agreement was reached to accelerate the implementation of joint projects in five areas: aquaculture, greenhouse farms, tourist trips to the Kuril Islands, wind power and waste management.
However, the main purpose of the visit of the Japanese Prime Minister to Russia was to take a decision on the Kuril Islands. As Shinzo Abe noted in his speech at the St. Petersburg International Economic Forum, he has a dream: to conclude at last a peace treaty between the two countries. But this requires only the consent of the Russian leadership to abandon the victorious outcome of the war and give the Russian Kurils to Japan, which, in accordance with the decision of the winning countries, were transferred to its former owner, the Soviet Union.
It was important for Abe to get political points of his country in Moscow. The fact is that not impressive results of his rule, first of all, the inability to overcome the economic stagnation that lasted for decades, the unpopular policy to abandon the peaceful articles of the constitution, the increase in arms costs, the even greater unification of the Japanese armed forces with the American military, seriously shook Abe's popularity among the people. The rating of the politician also fell in connection with corruption scandals, in which the Prime Minister himself and his wife were implicated. Thus, having no opportunity to correct the image of a successful politician within his own country, a bet on diplomacy was made.
However, the Russian president did not depart from his positions and only repeated the previously stated diplomatic formula: "During the talks we discussed issues relating to the peace treaty. We consider it important to patiently continue to seek a solution that would meet the strategic interests of both Russia and Japan and it would be accepted by the peoples of both countries. "
As a result, the achievements of the Japanese prime minister were accepted very pessimistically in Tokyo. Abe's hopes were doubted to use the so-called joint economic activity in the southern Kuriles as a stage of Japanese penetration into the islands to create favorable conditions for their transition to Japan.
