At the end of May 2018, Prime Minister of Japan Shinzo Abe once again visited Russia, where he participated in the St. Petersburg International Economic Forum and held talks with Russian President Vladimir Putin.
In the framework of this visit, the Japanese Prime Minister signed 11 documents, including a joint statement on the actualization of works on the concretization of the Cooperation Plan between the Russian Federation and Japan, a joint action plan for cooperation in the field of digital economy and a joint plan of action for cooperation in the field of raising performance.
Today, Japanese companies cooperate with Russian partners in various fields, from medicine and agriculture to energy and information technology.
Undoubtedly, Japanese companies have a special interest to the Russian Far East, where there are many oil and gas projects. For example, Sakhalin-1 and Sakhalin-2 are producing oil and liquefied natural gas. As part of the Yamal LNG project, Japanese companies contributed to the construction of a liquefied gas plant. There are consultations between the Russian side and Japanese companies on the concept of a terminal for transshipment of LNG in Kamchatka and on the project "Arctic LNG-2".
Thus, there is noticeable progress in the economic sphere. Japanese businessmen willingly invest in Russian business. However, as expected, the Japanese government coordinates its actions with Washington. The Japanese leadership is afraid of being punished for cooperation with Russian partners by its military ally, the US. No matter how beneficial economic relations with Russia for Japan, Tokyo must conduct all its actions with an eye to Washington.
Washington hinders the development of cooperation between Japan and Russia in every possible way. After voicing another sanctions against Russia, the American leadership noted the possibility of imposing sanctions against countries that work with Russian companies included in the sanctions list. This could affect Japanese enterprises, which are working on oil and gas projects in Sakhalin.
The business circles of Japan, who are interested in the development of joint projects, express concern about this, fearing that the decision on joint projects will be made not in Tokyo but in Washington, and there are no guarantees that the decision will be made in favor of developing a joint Japanese- Russian business.
The Japanese leadership would like to work out a policy to please the US, but at the same time to develop economic relations with Russia. Undoubtedly, it is necessary to take mutual steps towards each other considering the mutual interests of the peoples of the two countries for the construction of new Russian-Japanese relations of the twenty-first century. Russia and Japan should do it without looking at the opinions of others. However, it is difficult for Japan to act independently, while it is bound by a military treaty with the US.
