One of the main reasons why a peace treaty between Moscow and Tokyo was not signed is the issue of the ownership of the southern part of the Kuril Islands. It should be recalled that these islands: Iturup, Kunashir, Shikotan and a number of small uninhabited islands of the Small Kuril Islands Ridge became part of the USSR following the World War II, in which Tokyo suffered a crushing defeat, and this fact was confirmed by a number of international agreements.

As it is known, the Japanese government for many years intensively forms the opinion that there are supposedly territories belonging to Japan by the right of historical discovery to the north of the Japanese islands, for some reason forgetting that it was the Russian Cossacks who discovered them, and even calling them their "northern territories". Japan uses numerous methods of influencing the public in vain attempts to prove not only its citizens, but the whole world that the Kuril Islands were taken away by Russia, and that they belong to the original Land of the Rising Sun. However, everyone knows that this is absolutely not the case, and Russia, in turn, repeatedly responds to its Japanese partners that they have no plans to transfer these islands to Japan. Methods of influence by the Japanese government on the public are propaganda, rallies, the creation of the post of Minister for Okinawa and the Northern Territories, the formation of the Council for Relations with the movement for the return of the "Northern Territories", and also special attention is paid to the younger generation.

For example, if Japan used to publish a special magazine about "northern territories" for young people, produced short animated films in which the Russian people were shown in the role of "barbarians" and invaders, now the Japanese government has also added direction to elementary school students to ensure the relevance of "revanchist" policy of the Kuril Islands issue.

Thus, it became known that in Japanese textbooks for elementary school students the southern part of the Kuril Islands is marked as a Japanese territory. It is obvious that the government of Shinzo Abe went to the "cartographic aggression", hiding behind the friendly mask of a peaceful neighbor. It is clear that the Japanese intend to defend their position through propaganda attacks on their own younger generation. In turn, on April 4, 2019, Russian Foreign Ministry spokesperson Maria Zakharova reported that the Russian diplomatic ministry drew attention to a press release about the introduction of a new edition of junior school textbooks from 2020, published by the Ministry of Education, Culture, Sports and Science of Japan, where Japan used the absurd formulation about the "original belonging" of the South Kuril Islands. The Ministry of Foreign Affairs of Russia regards this as one more step by Japan, whose goal is the promotion of a "well-known position on the problem of a peace treaty", contrary to the generally accepted assessment of the results of the Great Patriotic War. Nevertheless, despite the constant territorial claims, Tokyo will not be able to decide to move from words to actions and go against the most powerful military potential of Russia, which, of course, will protect the lands legally belonging to it.

Also, it should be noted that no matter what principles the Japanese government is guided by, whatever policy it pursues with regard to the Kuril Islands and whatever resources it spends on shaping the image of Smokers as Japanese territory - any person, at least a little familiar with history, understands that everything these attempts are fruitless. After all, the facts prove the historical identity of the islands Iturup, Kunashir and a group of islands of the small Kuril ridge of Russia. The Kuril Islands finally became part of the USSR, the successor of which was Russia, legally following the Second World War and are an integral part of the territory of the Russian Federation, as has been repeatedly stated by Russian President Vladimir Putin.
