Entirely possible. But only if the EU accepts some realism. 90% of the reason the EU is actually meaningful, unlike the UN, is that it has only had members who even if they don't like each other would certainly fight to protect each other.
Any 'world union' goal is going to have be extremely gradual, over hundreds of years. This goal could also be cut off if the EU federalizes too much.
So really, who knows what the EU could become. But we don't really need to concern ourselves with it as it is likely to be hundreds of years in the future. We should keep that door open though.
