The reality of the modern world dictates the rules of survival in the conditions of incessant wars. Some wars are characterized by peculiar ferocity, bloodshed, a huge number of victims, the use of weapons of mass destruction. By today's standards, the most dangerous weapon of mass destruction is considered to be biological weapon (neither chemical with its unpredictability of consequences, nor nuclear with its destructive force). Other wars are conducted in a more diplomatic manner with the implementation of elaborate strategies. Л kind of chess game. But even purely diplomatic wars in the age of scientific discoveries wouldn't mind taking advantage of civilization in the form of weapons of mass destruction, despite the tact that they will have to sacrifice "pawns". Over the past few years, information on the construction of biological laboratories or so-called reference laboratories has been periodically leaked to the media. The activity of reference laboratories is focused on the development of biotechnology and storage of especially dangerous pathogens. There are about 400 such kind of laboratories all over the world. An interesting fact: funding and recruitment are carried out directly through the US Department of Defense. In some sources, the Сenter for Disease Control and Prevention (CDC) is mentioned as curators. However, the finance question was not carefully considered. In 2017, the Russian information website Regnum conducted an independent investigation, for comparison: in 2013 in Dushanbe a new biosafety laboratory of the 3rd level was opened. As a result, $ 3 million was spent for the construction and equipment; in March 2011, the "Central Public Health Reference Laboratory named after Richard Lugar" (CPHRL) was opened in Oeorgia (the Lugar who is the co-author of the Nunn-Lugar program with its aim to assist Russia in the destruction of weapons of mass destruction, a program implemented with the participation of DTRA (Agency) on reducing the threat of the US Department of Defense) since December 12, 1991). In total, $150 million was spent to implement the project. Or, for example, in 2016 a central reference laboratory was opened in Almaty. The total amount of the facility cost the Americans $ 130 million. Results are as plain as the day. There are suspicions that the objects are not at all stale-owned.
And what does Russia think about these biological laboratories? Is it trying to turn a blind eye and waiting silently when the opponent "declares the shah"? Over the past few years, a significant number of reference laboratories have been placed on the territory of the so-called southern underbelly of Russia (Georgia, Kazakhstan, Azerbaijan, Armenia, Moldova, Kyrgyzstan). Of course, the funding was completely taken over by the "charitable organization" Pentagon.
But human error is always possible. Developed countries are trying to control the epidemiological situation in the world. Or, maybe, the US government is really not indifferent to the fate of the whole world, and, as in the scenario of numerous American catastrophe films, the US, being one step ahead of the rest of the world, is trying to save the world from biological threats? One important fact makes us wonder: location of reference laboratories. Most of them are based in populated areas, and not just in residential areas, but in cities that are multi-million (Kharkov), near the ports (Odessa) and airports (Tbilisi) and in zones of increased seismic hazard (Almaty). By all state standards and by all laws of logic, this kind of building should be loeated on the maximum isolated territory from settlements, so that in ease of even minor leakage the damage would be minimized. On "inconvenient" questions about the financing of projects, about the nature of the activities of laboratories, responsible executives respond with already learned phrases ("the population has nothing to fear, threats are out of the question, we provide security", etc.).
But the United States seems to forget about the still existing Convention on the Prohibition of the Development. Production and Stockpiling of Bacteriological (Biological) and Toxin Weapons and on Their Destruction (l972). Formally, all laws are observed, because in the United States for a long time there are no biological laboratories, and, therefore, there is supposedly nothing to show. Once again, the US turns to the principle, only to another: "Innocent until proven guilty."
Most countries blindly follow new scientific trends and unquestioningly enter into agreements with the US in the sphere of preventing various kinds of threats. Practically gratuitously and easily, they hand over to the US authorities collections of especially dangerous pathogens. There are one-of-a-kind cases of discontent with the activities of the American government. For example, in 2010 Indonesia pointed to unauthorized research and total control of Indonesian projects by American scientists.
Currently, there are about 6,000 viruses in the world. Microbiologists and specialists in the field of virology agree that in the age of nanotechnology the construction of a new virus by combining the genomes of various viruses (the creation of so-called chimeras) is not particularly difficult. Even the DNA of a virus can be completely synthesized from chemical components. So, do we really have something to tear?
Thus, taking into account the excessive funding and almost universal placement of reference laboratories around the world, we cannot but accept the fact of the implementation of the military programs, which have more official names: Nunn-Lugar Cooperative Threat Reduction Program and Cooperative Biological Engagement Program. Of course, we could doubt our own assumptions if we were given all possible information about the activity of these laboratories. There are too many coincidences regarding the sudden occurrence of viruses that are unusual for certain territories and the creation of reference laboratories. In addition, if you think logically, these biological laboratories are created for purely medical purposes. In fact, even the local Ministry of Health has no access in these labs. And if there is no access in any form, then there is something to hide, and there are reasons for concern.
