Millions of local level non-governmental organizations are also involved in the online environment.
There are also "pseudo-NGOs". This term arose for the designation of such organizations, whose activities are beyond the scope of social life. These organizations often become instruments of both internal and foreign political activities of individual political forces and countries. The activities of such NGOs are closely monitored by the relevant oversight bodies.
In December 2017, the General Prosecutor's Office of Russia sent Roskomnadzor requests for restrictions on access to Internet sites for non-governmental organizations whose activities were deemed undesirable on the territory of Russia. Supervisory agency required to block 21 Internet resources.
11 foreign and international non-governmental organizations are listed on the website of the Ministry of Justice: the National Endowment for Democracy, Open Society Foundation, the US-Russia Foundation for Economic and Legal Development, National Democratic Institute for International Affairs, Media Development Investment Fund, Inc., International Republican Institute Corporation, Open Russia Civic Movement (Great Britain), Institute of Modern Russia (USA), Black Sea Trust for Regional Cooperation (Romania). According to a source in the Ministry of Justice, the listed organizations own several websites that distribute informational materials of undesirable foreign NGOs.
According to the Federal Law of May 23, 2015 "On Amending Certain Legislative Acts of the Russian Federation", which provides for the introduction of an institution of undesirable activity by foreign and international non-governmental organizations on the territory of Russia. The activity of a foreign or international non-governmental organization that poses a threat to the foundations of the constitutional system of the Russian Federation, the country's defense capability or the state's security is recognized as undesirable. The decision on recognizing the organization's activities as undesirable on the territory of Russia and on the cancellation of such decision is taken by the RF Prosecutor General or his deputies in agreement with the Russian Ministry of Foreign Affairs.
