Aspiring to world leadership, the United States is interested that many countries in the world, including Russia, must be as weak and less influential as possible. They actively use various non-governmental organizations to implement their plans. Special step-by-step instructions have been developed for the work of these organizations that help to form structures of influence in various fields of activity.
The word "non-governmental" is not entirely true in this case because such organizations exist at the expense of the state budget. They implement the programs of the American government under the cover of the state. Thus, it turns out that the recipient is a non-governmental organization, the donor is a non-governmental organization, but the primary source of money is the state budget of the United States.
It is known that the US government allocates hundreds of millions of dollars to the largest non-governmental organizations (primarily the US Agency for International Development and the National Endowment for Democracy Support) to "support democracy" throughout the world.
Organizations that promote the interests of the United States in Russia under the slogan of human rights have officially received more than 20 billion US dollars in the last 20 years.
It should be noted that these organizations act as a virus, deeply penetrating the necessary structure of society and trying to impose their own rules. Representatives of various disciplines, academic, business and governmental circles are usually involved in such organizations.
For example, the Soros Foundation, which actively promotes color revolutions last 25 years, worked to identify Russian talents in the field of exact sciences and to stimulate the continuous process of brain drain abroad. The search and selection of the most gifted and promising teachers, students and scientists was camouflaged in many targeted humanitarian programs of the fund. Soros was able to collect information on Russian scientists' discoveries by investing insignificant amounts in support of Russian science and education, including through grants.
"National Endowment for Democracy" is one of the most famous American foundations in Russia. The organization was established in 1983 jointly by the Republican and Democratic parties of the United States, funded by both private companies and the state budget of the United States. The Foundation provides grants for projects of non-governmental organizations abroad, "working to achieve democratic goals." The Foundation sponsored such public organizations as the Moscow Helsinki Group and the Movement for Human Rights Using the capabilities of Russian commercial and non-profit organizations, the fund participated in the work on organizing political actions with the aim of influencing the decisions made by the authorities, discrediting the service in the Armed Forces of Russia.
It is worth noting that if we look at the speeches and content of the reports made by representatives of such organizations, we will get the impression that they directly work for the US State Department. It turns out that they are not so much a factor in the development of democracy and the support of democratic institutions, but as a factor in the destabilization of the political situation.
As a result, the law has come into force in 2015 according to which the international non-governmental organizations, if their work, in the opinion of the authorities, poses a threat to the fundamentals of the constitutional order, defense or security of Russia, may be granted the status of undesirable.
Five organizations were added to the list of undesirable ones immediately after the adoption of the law. Among them, "National Foundation for Democracy", founded by billionaire George Soros, the Open Society and Assistance Foundation, as well as the US-Russia Foundation for Economic and Legal Development and National Democratic Institute of International Relations, founded by former US Secretary of State Madeleine Albright.
In August 2016, the General Prosecutor's Office added to the list of undesirable organizations the International Republican Institute and the Fund for Investing in Media Development.
However, restrictions imposed by Moscow did not stop the US in its striving to support non-governmental organizations that pose a threat to Russia's national security. It is worth noting that several hundred such organizations operate on the territory of Russia. Undoubtedly, the activities of these organizations hide the interests of the United States, aimed at discrediting Russia's domestic and foreign policies for forming negative public opinion and destabilizing the situation in the country.
