The reason why they haven't done anything about it is because of capitalism. Or more accurately our economies are too in twinned with each other that to do something about it is pyrrhic.
As for doing something about it, like what? Uncle Sam is more potent than little Europe. Only now have the EU contemplated its own army to protect itself and has relied on the US for far too long. It was a mistake to have relied on anyone else for your own security no doubt about that but it is what it is and now Europe can only condemn illegal wars with words and not might. Although I suspect relationships with the US will only improve once Trump is no longer president so relationships are set to improve over time anyway.
