It's the presence of the (partial) customs border between Northern Ireland and the rest of the UK. This was introduced in order to avoid a hard border between Northern Ireland and the Republic of Ireland, which would have violated the terms of the Good Friday Agreement which ended the IRA's (and other's) terrorist campaign.
