The mandatory part is a bit much. However, it really depends upon the overall education level of the target group. If they have less than the equivalent of a high school education, then this could be part of an overall educations program that the author did not deem worthy of reporting upon.

Another matter is, in the United States, it is not "civics" that we are taught in high school, it is government. It is an introduction into how our government is supposed to work. The ideas is to educate us enough to know how to participate.

In many instances, however, it is taught in a way that promotes our system 'better' than all others. The judgement of value is taught as much as the system itself.

if a country starts to take their scientists and educated people and hires them like USA does now usually, it becomes a problem, who can say education is not needed, in long term a country loses it, I think you have to think twice..
