It's discrimination, yes, but it's not racism. You're taking money out of programs that people don't need, and putting it where they do need it. This happens with the government every single day of the year. People who have more, pay more taxes than those who do not. The government, however, doesn't base this on the colour of your skin, and neither does this, as the schools put the money where it's needed. making the assumption that a poor school in a white area doesn't get the same treatment, is the fallacy.

Bosjnak- you're talking out your racist ass. Your last post was just a load of shite, and only your own deplorable opinion.

Do you believe in discrimination or not.

Absolutely. For example I support special education which takes away money from other students. I support school athletics which does the same. I support medical devices such as wheel chairs for the disabled and white canes for the blind which remove resources from others who do not need them.

Suppose you are going to build a new school. Will the property for the school downtown be as inexpensive as the property in the suburbs? Not likely.

Suppose you tell me what your method is for ensuring that every student gets exactly the same amount of money spent on them.

We will see if they stay poor when the African Union is formed (planned by Gaddaffi)...

Africa needs also a Millitary Alliance to prevent Anarchy, the Core of the Alliance would be Nigeria.

South-Africa could provide the Union with experienced Afro-Crats, to menage the economy.

If they introduce the Brazil-Model of free food in schools produced by local farmers, then they have a bright future...

Africa should also look to make alliances with Latin-America and India, especially India could provide Africa with ultra ultra cheap High-Tech.

India Moon Mission with a Robot costed below 30 Million USD... (AFAIK)

The reason they are starving depends on country, sometimes its due to outside events such as wars which disrupt the country infrastructure.
But mostly its due to corruption by their own state and economic inefficiency. In most of these African countries you have crony type governments, with a well off class of people, and large amount of peasant type people still working in the fields as their ancestors did 2000+ years ago, and in precarious conditions.

You could also discuss the genetic differences between the populations as a whole, but that's going on shitstorm territory and in addition it doesn't really help the question.

Personally I think in any country, prosperity comes from a good government which itself comes from a sound culture of government & civic institution (IE: Ancient Rome, Greece), which itself comes from a culture of statism. Look at how Rome or Greece city-states started, these people had a tradition of organising themselves since the dawn of time, and discussing intellectually how to form efficient governments. From then on they built Empires which lasted hundreds of years (thousand in the case of Rome). Compare that to the neighboring German or Celtic tribes which had no clear system of government for centuries. They just weren't as prosperous as Rome or Ancient Greek city states.

What Africa thus needs is great statesmen, just as there were great Romans and Greeks, who sacrificed their own being for the idea of a greater state.

I once heard a theory that the climate of a place affects how the long-time residents think. Sub-Saharan Africa's climate requires (relatively) little effort for food gathering, which probably explains their "primitiveness".

Maybe we are somewhat imposing our own values onto Africa, which has been self-contained for so many years.

My Mom once asked "Who deserve more pity, the Africans or the North Koreans?" I answered "North Koreans" with little hesitation. Not that Africans don't deserve pity, it's just that they and the North Koreans have very different histories, and suffer poverty under very different circumstances.

Angola is doing very well, high prices on Imports according to Keynes, developing countries need this to built a domestic industry. Just the revenues as usual are badly distributed.

But they tax also too high the import of production goods which they can not theoretically yet produce, which stalls them.

They have Oil (but no rafineries), and Diamonds ...

WHY AFRICAN POVERTY?

Because they have tons of resources and letting them grow would mean everyone else loses.
Thus half the world keeps beating them to the ground, first to keep them from reaching potentials and second to take resources.

The same traders that dupe stupid commodity fetish hoes, through diamond and gold commercialism. Remember the south african diamond trade, they had diamonds in so much huge quantity, that it would be worthless if there was a mass export, so they lied and did some trickle down bullshit.

History[edit]
The name Cyprus is a derivative of Kúpros, which the Greeks called the island,[4] and means Cuprous, synonymous with copper.[1] Copper production can be dated to the fourth millennium BC, when it was used to make tools.[4] The people of ancient Cyprus were known for their metalworking skills. To extract the high grade metal copper, called "copper talents", they prospected most of the areas containing copper.[1] In the Bronze Age copper could be found on the surface,[4] but as these depleted, underground extraction methods were adopted....

Europe is without ressources due to 6000 Years of mining.

I think most deposits are not even discovered. Small mining do the African governments not like because, they can not tax it...

Farming and mining are the 1st sector of economy and Africa has a lot potential just in this sector. Today is farming especially not mechanized, at all.

2nd sector production could be built up with protectionism but Ethiopia shows it is possible with global competition to built the 2nd sector.

3rd sector evolves when 1st and 2nd are full developed.

We'll overcome the resource curse. I say for now follow China. I hate the government, but unless I see an alt political party that believes in Ethiopian Unity, Socialism in one country and Monarchism, I'll take them over the protesters, it did not help that they destroyed some state factories, dumb bastards.
