A southern Indian state of Hyderabad has lifted a ban on a communist rebel group to wave the way for peace talks after 23 years of war that left 6,000 people dead, a cabinet minister said yesterday. The mvoe comes after Andhra Pradesh state's newly elected government signed a cease-fire in /june with iunsurgents. The People's War Group which begun fighting in 1981 agaisnt landowners, police and administrative officials , demanding a communist government and land redistribution. State home minister K.Jana Reddy told the Association Press that a fremwork for peace talkjs woudl be announced soon. He said the decision to lift the ban was taken after a three-hour meeting between himself and three rebel represantatives yesterday.
