Many countries in the EU are pushing for something called basic income:

An unconditional basic income (also called basic income, basic income guarantee, universal basic income, universal demogrant, or citizen's income) is a form of social security system in which all citizens or residents of a country regularly receive an unconditional sum of money, either from a government or some other public institution, in addition to any income received from elsewhere.

In the USA this concept would, in my opinion breed further social and economic problems.

I suggest instead, the concept of Basic Education and Basic Employment.


This concept being, that a National Educational standard be set and that each State institute viable National Training facilities in place of current schools from the 7th grade to 12th grade.

The current teaching model consists of a focal Teacher and a small class of students who are expected to progress at a group rate.

Today's technology is at a level that each student can be tracked, evaluated and educated by educational software, that would allow each student to progress at their own rate of competency.

Competency based educational models show an increased rate of graduation and standardized testing. More information on Competency-Based Learning, or Personalized Learning can be found on the U.S. Department of Education's http://www.ed.gov/oii-news/competency-based-learning-or-personalized-learningwebsite.

This approach allows a streamlining of information and the ability to incorporate higher education into the High School curriculum. Thus allowing Students to earn both an HSD and an Associates degree, if not a HSD, and both a Associates and a Bachelors Degree.

Class sizes and Student to Teacher ratios can be increased and decreased based on a new model where Teachers become guides to individual based competency and specific individual need.

In this new model, classes could be larger, much larger than the normally accepted model, as an example: Each class could be of 200 Students with but 2 Teachers and 2 Teacher's aids per Teacher.

This new model would allow this structuring as, each student can contact the Teacher via text and receive instructions and guidance, without the fear of public exposure to ones peers. As well as the progressive rate, of the set subject, at the Students own pace.

Each State based National Education Center would hold many students, by many, think upwards of 50,000 Students. Of course this means housing and for this to be viable, the new school year would need to be year round, starting in mid August and then going for a 3 month on, 1 month off schedule.

Studies show that Students are more likely to retain information with shorter breaks in education. Each State would benefit from a consolidated Educational Center, as they would see a reduction in costs in the current bus system and would facilitate an economic boom in the local area of each Center.

Each such facility would focus on both educational degree's and on trade based placement. Following the Federally backed STEM initiative, each Student, starting in their Junior year, would be placed in part time education and or, part time apprenticeship in their chosen areas.

The key to such a model would be that each Student is expected to serve in a Civil capacity in order to repay the Government. The service time would be 2 years, where each Student also earns a base salary for their work, as well as basic housing and survival needs.

This would allow a much needed placement of high end laborers in the STEM fields and other infrastructure fields that are in need, within the American labor force. Such an approach would also ensure that every US Citizen came to age with an Education, work experience and a starting savings equal to the minimum G2 pay rate.

This approach also removes all barriers of social status, Race, gender, economic status and geographical location.

This model has already had the foundation set in place by the compulsory education statute and by United States Code, 2006 Edition, Supplement 4, Title 20 - EDUCATION - CHAPTER 9 - sections 131 to 152, titled: NATIONAL TRAINING SCHOOL FOR BOYS, and a separate one for Girls.

The specifics are notably different, but the core of the concept is already set in place.

Of course this is just a theoretical model and there are many areas that needs to be worked on, however, I see this as a viable means to offer true and lasting equality and prosperity to all citizens, while at the same time supplying the American work force with what it really needs, strong educated individuals.

This is just a basic overview. I will be happy to expand on any portion of the concept and will entertain any constructive counterpoints, so please, chime in!
