On one side you have the desire to censor the stuff.
But can we really trust any person to decide what to censor? To not go overboard?

On the other hand, one could use the argument that its the parents who should be responsible enough to monitor the kids, and to not watch such filth. But kids being what they are...monitoring them is about impossible. And the porn wouldn't exist were there not a market for it. so what can you do? No solution is full-proof.

1 thing that "might" work...over a period of time.
A media blitz attempting to enshrine any child porn as socially unacceptable.
Not the smattering of media coverage it gets now...but a real blitz. Like the "Just Say No To Drugs" blitz, which was mildly successful in the 80's and 90's.
Alter the outlook of the masses...and the problem will dissipate...not completely mind you...but it will dissipate.

A media blitz about the social unacceptability of child porn may have the opposite effect of promoting it. Sensible censorship is the only realistic option I can see. It is up to the people to ensure their government doesn't abuse it.

First 'CG Child 'Pornography' Arrest in Japan Detailed

The Tokyo Metropolitan Police Department's Youth Development Section and Minamisenju Station arrested 52-year-old Gifu City resident Akira Takahashi on July 11 for violating Japan's child pornography law. The man had been allegedly distributing a self-published picture collection called Seishōjo Densetsu 2.

According to the Sankei Shimbun newspaper, the collection consists of images of young girls that were scanned from photograph books published in the 1980s and early 1990s. The images were modified using editing software so that hairstyles, skin tones, and some of the poses differed from the photographs published in the original books. The arrested man's picture collection was produced in 2009.

Before the Child Pornography Law of 1999, photograph books of nude young girls were widely circulated in Japan. At that time, an explicit non-censored photograph could be published only if the person in the photo did not have pubic hair. Although original books did not depict sexual activity, they may be classified as "type 3 child pornography," images in which "the minor is fully or partially undressed, and the visual representation is sexually arousing," under the 1999 law.

Under Japan's current child pornography laws, images that use real models under the age of 18, including drawings, can be classified as child pornography. Initial limited reports of the July 11 arrest came after Japan's ruling party, the Liberal Democratic Party (LDP), along with co-sponsors New Komeito Party and the Japan Restoration Party, announced in May a proposal to amend the country's current child pornography laws.

I'm Anglo-Japanese. My aim would not be to prevent white people from appearing in Japanese porn. My aim would be to prevent black people from appearing.

At any rate, it's a good idea. There actually does need to be a general censorship board for assessing what is or is not detrimental to public morals. There are a lot of people who probably watch porn that has black people in it, and maybe they think to themselves "that looks cool". Well, it is my hope that one day such things will not be available.
