Let's look at the history of the USA as a movie, to which Africa might be a sequel.
USA
1600s: First, Europeans show up and make deals with a few local nations to set up fortresses and other military infrastructure.
Then, the Europeans use this infrastructure to genocide the entire continent of its original 110 nations, including the ones they had alliances with.
...
Africa, the Sequel!
2000s: Americans show up and make deals with a few vassals in Africa to set up drone bases and other military infrastructure.
Then.... uh ... how many cultures does Africa presently have?
...
Question: What kind of government does Niger have? Don't its members read history, or do they just stay glued to NetFlix all day long?

The goal is to use Afghanistan to wash money out of the tax bases of the US and Europe through Afghanistan and back into the hands of a transnational security elite.
The goal is an endless war, not a successful war.
