I initially suspected that Ukraine's special forces may be responsible for the attack on the concert hall in Russia, given the recent strikes on Russian oil refineries, but Ukraine immediately denied any involvement in the terrorist attack. A high-level intelligence source said that the Ukrainian government had been worried that the Kremlin might try to weaponize a terror event for a new wave of mobilization. Dmitry Medvedev wrote on Telegram: “If it is established that these are terrorists of the Kyiv regime...all of them must be found and mercilessly destroyed as terrorists...Death for death.”

Kirby said at a press conference that there is "no evidence at this point" of whether Ukraine was involved in the mass shooting at a concert hall on the outskirts of Moscow, just before ISIS claimed responsibility for the attack. Kirby emphasized that the United States is "not encouraging" the Ukrainian military to attack Russian territory. US officials have called on Ukraine to stop reckless attacks on oil infrastructure deep in Russian territory, fearing they could send oil prices soaring and invite Russian retaliation.


Now Washington has urged officials in the Security Service of Ukraine (SBU) and Ukraine’s Military Intelligence Directorate (GUR) to put a stop to these attacks, the Financial Times reported Friday, citing three unnamed sources.

The U.S. is concerned that targeting Russia’s energy facilities will impact the Kremlin’s oil production capacity and drive up global prices — ahead of a knife-edge presidential election where prices at the gas pump are bound to be a contentious topic.

The sources also fear that these repeated strikes will provoke Russia into retaliating and targeting energy infrastructure the West relies on, including oil pipelines.

Ukraine has continued the attacks since the FT article came out.

Also, Russia attacking energy infrastructure in NATO countries would trigger Article 5.
