I assume that war times divide people into soldiers and medicals.
A person either works on their own, or is worth with another.
Think MSFT and GOOG; the latter closer to the concept of Red Beret: low enforcement at war time.
Then a scandal would be soldier acting medical or medical acting soldier, thinking they could enforce law this way.
Thing here we do coexist with war.
We live in a world we share with China, we either lead, follow, or get off the way.
