Do term limits reduce the incentive for politicians to respond to public opinion since they are not concerned with pursuing re-election?

I get the impression that towards the end of their careers senior politicians are more concerned about their legacy.

We don't have a term limit in the UK, but what I can tell you is that to long at the top and they go a bit loopy. I was always a fan of Maggie, but towards the end she went off her rocker.
