It's rather ridiculous. An organization that cared about the destitute is now punished for doing so because some of those it cared about happened to impact others in the neighborhood.
This really doesn't help make the world a better place. Give me a break. At the very least, those specific individuals who did what they did should be arrested and compelled to pay damages through community service. At the very most, the government should be compensating the affected since anyone could be impacted by a randomly wandering homeless person...
...but taking money from those who are helping others in need and giving it to others just because some needy did something wrong doesn't help take care of other needy people.
