Politicians often suggest changes to rules or laws in order to improve the political process or the economy. Certain commentators will then call these politicians hypocrites for failing to preemptively handicap themselves by imposing these restrictions on themselves whilst their competition out maneuvers them.
To take sports as an analogy. An athlete may argue that the sport as a whole would benefit from a new rule that was enforced evenly on everyone. He is not arguing that his game would benefit from this restriction or that it is a tactic that would be advantageous to specific players. A hockey team that follows the off-side rule whilst everyone else plays hockey will find themselves being outplayed and outmaneuvered.
