China and the US are in the midst of competing Manhattan Projects that will take decades to complete. The race is to improve AI, and ultimately reach the AI singularity where AI will be so intelligent it will be able to re-write its own programming perpetually and irreversibly in order to keep improving itself, resulting in an explosion of AI intelligence and scientific/technological discovery: https://en.wikipedia.org/wiki/Technological_singularity
Consider the security implications if one country has control of this technology. The AI would be so intelligent it would be able to hack into any network and disable it while making its own networks impenetrable, and sabotage the AI of competing countries. AI hegemony might be possible. The internet would be under complete control of one country if it chose. Not to mention the ability to discover infinite technologies that are currently unimaginable, including weapons, human viruses/bioweapons, nanotechnology, genetic manipulation/biotech etc. It may also mean that if you live long enough to see the AI singularity you might be able to live forever. This will be the industrial revolution x 1000.
What are the implications of this? It means tech companies dealing with advanced AI (Google etc) should all be deemed vital to national security. It means countries need to fiercely regulate security at these companies to keep out employees who may be involved in foreign espionage and/or sabotage.
At the extreme end, it might mean undermining the economies of our competitor countries until AI hegemony is secured, and/or engaging in espionage ourselves, which i'm sure is already occurring.
