With the exception of those here not American, you all should take a gander at the US Constitution, it gives the purpose of government right there, clear for all to read...the preamble should be all you need to read:

We the People of the United States, in Order to form a more perfect Union, establish Justice, insure domestic Tranquility, provide for the common defence, promote the general Welfare, and secure the Blessings of Liberty to ourselves and our Posterity, do ordain and establish this Constitution for the United States of America.

How you think this is done best would put you on one side of the aisle or the other...but this is what the government is here for.
