The United States is a leading world power. However, the world is no longer the oyster of the States. It is now in the competitive world with reference to sale of goods, etc. Thus it would appear that when the United States was engaged world wide in commerce it came to the rescue of countries and people who needed help financially....food, drugs and other help. They looked outward as their commerce looked outward. NOW, their commerce is shrinking and they have to look inward where the same problems exist that they fought in their halycon days. The same help that was extended over sea and moutain now has to be extended to their own. The individual can no longer carry the load, so assistance must be rendured. Where can the source of money for this assistance come from? There is only one source...those that have must give, so that those who don't have can look forward with hope to the future. Unfortunately, this philosophy goes directly in the face of what the Americans that have money espouse. Young people have the approach to all parties and they can influence all parties by their ideas and participation. For God sake, young people, get out and work for the transformation that must take place. The burden is now squarely on the young to create a future that has hope and the only way is to tap the source of wealth that those in the United States have. Slavery festered for years and then the revolution. Poverty festers for years and must be dealt with regardless of the United States creed that the individual bears the load. In this day and age, it is not possible. Those that have must become partners with those that haven't. This is for those who are poor in opportunities. It is not a social handout. It is a necessity for our young people to reach the goals that hope instills in them.
In a word there is only one answer - look, listen and see what the world is around you in the United States. This is an appeal to all ages. You are the people, yours is the way to participate, yours is the responsibility to change what must be changed and give back to the people of the United States hope.

You are perfectly correct! That is why there must be change in the amounts that are passed out, to whom they are passed, who supervises the passing out, and the cheques and balances see that the money is administered correctly. It is submitted that those who should benefit, the young ones seeking an education should form committees to receive and dispurse the money subject to periodic accounting done by other students who are engaged in that field in University.
Change doesn't come easily...it takes the participation of people.
As far as going beyond the funding and dispursal and attending to this there are other problems which again require change. You yourself are one of the disenchanted. Change must be made and it has to be particpated in by all. However young people are familiar with the means of networking with information regarding their aspirations. They just have to be brought to the point where they express themselves. It is trite to say that the young are the future of the country, however it is also absolutely true!
