Conservatives seem to have a problem with sanctuary cities and their policies. I want to know what libertarians think of sanctuary policies. Are they against or consistent with libertarian ism?

A free market means a free market in everything including labour. A Libertarian position would be supporting total open borders and letting businesses hire whoever they want.
