Cuba does have a civilian militia, but it's not independent. It's an auxiliary force of irregulars under the control of the defense ministry. Militia members do not keep their weapons, the weapons are stored in armories under military guard and only issued during training.

Sure, as it would,not be unreasonable to assume that someone on the construction site was a member of the armed forces as well, and would have issued these weapons to the workers as required. That does not contradict my point that these construction workers could easily have taken these weapons if they wanted and formed an insurgent group, if they were really that dissatisfied with the Cuban government.

So, it is a form of gun control, and one at odds with a libertarian ideal, but it still keeps the working class armed and ready to defend their gains. And that is perfectly consistent with the socialism espoused by the Cuban people.
