Well that would be a reasonable position, except the growth in the prison system doesn't actually have anything to do with imprisoning criminals, or at least not ones guilty of things that rightly ought to be crimes.

Not to mention a disproportionate chunk of that prison population is from one state: California. Highlighting the complete insanity of California's three strikes laws. Where committing a minor crime like smoking pot, shoplifting, mostly while black thrice leads to being tried as a felon and thus a long sentence.
