Berlusconi's business career began in construction during the 1960s. In the latter part of that decade, he had the idea of developing Milano 2, a garden city of around 3,500 apartments, which he eventually built at Segrate on the eastern outskirts of Milan. How Berlusconi managed to finance the project is unclear. From the outset, in September 1968, his name disappears from all relevant legal documents, replaced by nominal proprietors of humble means, and only resurfaces in 1975.


The construction of 3,500 apartments costs a lot, so the money had to come from somewhere. Where do you think the money came from, and why?

Much of the capital raised by Berlusconi for his building projects is alleged to have come from the coffers of the secret society Propaganda 2, headed by the former fascist Licio Gelli, who maintained close links to political, military and business circles, as well as the secret services and Mafia. Berlusconi reportedly took up membership in this secret society in 1978......

Although it's a coloured source, it seems very likely that Berlusconi took money from the mafia. In his further career he has proven to be a man who does not care so much about the law, morality and ethics.

He was undoubtedly bankrolled in his early career by the Mafia (the same could probably be said for Versace, btw), but he seems to have broken off links with them some time before the 1990s. He is known to have promised an improvement in the prison conditions for captured members of the Sicilian Mafia in order to get their support for his first election campaign, but his failure to actually carry out that promise enraged the Mafia bosses, and led to the assassination of two of his advisers. Berlusconi is no Andreotti; he is not in the pocket of the Mafia. He seems to have simply used them and then discarded them. The fact that he was able to do so and is still breathing demonstrates how much weaker the Mafia is now than it was in Andreotti's time.
