The Falcon 9 first stage doesn't go to orbit. In reusable mode it reaches a velocity of roughly 2km/s (depending on launch site or downrange landing and the payload), which is 26% of orbital velocity (7.8km/s). It has a role similar to the Space Shuttle solid boosters, which were also recovered and reused. Hopefully SpaceX' approach will be more cost-effective.
