Statement by President Donald J. Trump on the Elevation of Cyber Command

I have directed that United States Cyber Command be elevated to the status of a Unified Combatant Command focused on cyberspace operations.

This new Unified Combatant Command will strengthen our cyberspace operations and create more opportunities to improve our Nation’s defense. The elevation of United States Cyber Command demonstrates our increased resolve against cyberspace threats and will help reassure our allies and partners and deter our adversaries.

United States Cyber Command’s elevation will also help streamline command and control of time-sensitive cyberspace operations by consolidating them under a single commander with authorities commensurate with the importance of such operations. Elevation will also ensure that critical cyberspace operations are adequately funded.

In connection with this elevation, the Secretary of Defense is examining the possibility of separating United States Cyber Command from the National Security Agency. He will announce recommendations on this matter at a later date.

Through United States Cyber Command, we will tackle our cyberspace challenges in coordination with like-minded allies and partners as we strive to respond rapidly to evolving cyberspace security threats and opportunities globally.

This was an idea Obama wanted to get through in December 2016.

Today, at the direction of the President, the Department of Defense initiated the process to elevate U.S. Cyber Command to a unified combatant command. The decision is consistent with Title 10 of U.S. Code, section 167b, and the recommendation of the Secretary of Defense.

The elevation will mark a significant evolution in the way the department organizes to execute cyberspace missions and comes as a direct result of the efforts of the entire DoD cyber workforce.


Elevation of U.S. Cyber Command from its previous status as a sub-unified command under U.S. Strategic Command reflects the growing centrality of cyberspace to U.S. national security. Raising the organizational status of U.S. Cyber Command is intended to demonstrate visibly DoD's long-term commitment to cyberspace as a warfighting domain. It also signals the department's resolve to embrace the changing nature of warfare - thus helping to reassure partners and deter adversaries.


U.S. Cyber Command has matured since its establishment in 2009. This step will make the command even more agile and strengthen its voice in the department.


Today, the Cyber Mission Force is making significant contributions in meeting the department's toughest challenges, including the fight against ISIS. This progress has been possible thanks to the hard work and commitment of the employees of U.S. Cyber Command and the cyber workforce across the department.

Presidents are just disposable PR men for the military-industrial-complex. The hysteria both pro and anti around Trump is as ludicrous as it was around Obama. This was no more Obama's idea than it is Trump's, some nameless faceless careerist in the NSA or Pentagon had it. The job of Troma / Obump, is/was just to decorate it with the democratic bells and whistles.

China would just go straight from A to B without the democratic detour through C but it is the same process essentially.
